YOUR telegram No. 65 of 1st April: Hukuang loan. Four Ministers had long interview to-day with Prince Ch'ing and all the high authorities of the Wai-wu Pu and Board of Communications.

They flatly refused to accept terms of proposed compromise, and all we could obtain was a promise that negotiations between banks and Board of Communications regarding minor alterations in preliminary agreement would be resumed 8th April on understanding that if an agreement was come to on these points we should then be prepared to consent to elimination of branch line.
